ENGR. CYRIL O. ONYENEKE  (DIRECTOR, ENGINEERING SERVICES DEPARTMENT)

Engr.  Cyril   O.  Onyeneke was born on 15th May, 1964. He hails from Avu, Owerri West Local Government Area of Imo State. He attended Central Primary School, Umuguma, Imo State and later proceeded to Presentation Secondary School, Ogbaku where he obtained the West African School Certifcate in 1980.

 

He graduated from the University of Nigeria, Nsukka with Bachelor of Science Degree Honours in Electrical Engineering. He later obtained M.Sc. Degree in Information Technology from the National Open University of Nigeria in 2010.

 

After his NYSC programme in 1989, Engr. Cyril O. Onyeneke was appointed Electrical Engineer II to the Federal Ministry of Works and Housing in December, 1989 and rose through the ranks to become a Director in the Federal Civil Service. He is currently the Head of Department, Engineering Services. He is also a member of different professional bodies such as Nigeria Society of Engineers (NSE), and Council Member of COREN.

BRIEF ON ENGINEERING SERVICES DEPARTMENT

Engineering Services Department (ESD) is one of the Professional Departments of the Ministry. It is established to provide functional, cost-effective and sustainable Engineering infrastructure in Public Buildings and Housing, Federal High Ways and bridges, Federal Government Estates, Site and Services Schemes and general Engineering Works for conducive working and living environment.

The Department, in accordance to its functions and mandate, provide services not only to the Ministry, but also to other MDAs across the Country. Within the Ministry, it makes vital inputs in the activities of other Departments and units like the Public Building and Housing (PBH), Public Asset Maintenance, Regional Development (URD), Public Private Partnership unit (PPP) and Special Project’s Units (SPU).

The services rendered by the Department helps in no small measure in the Socio-Economic development of the Country.

This is so as Engineering Services Departmental   activities do not only bring about better living environment, but also generate employment to the general populace directly and indirectly.

 

FUNCTIONS AND MANDATE
The statutory duties of the department includes among others the following:
i.    Formulation of Engineering Policies as they relate to Electrical / Mechanical works, Highway furniture and Provision of Housing and Public Buildings,
ii.    Provision of Infrastructure (Road, Culverts, Drains, water supply, electrical installation and sewage treatment)
iii.    Planning, Designing and Development of Engineering Facilities (internal and external) in Housing Development and other Government Projects,
iv.    Provision of Street Lighting and Electrical Equipment on Roads / Highways and within Federal Government Estates, Public buildings and Institutions.
v.    Provision of Engineering Consultancy Services to MDAs,
vi.    Preparation of Contract Documents for the Procurement of Engineering Facilities,
vii.    Supervision of Engineering Construction and Installation Works,
viii.    Operations, Maintenance and Rehabilitation of Engineering Facilities,
ix.    Guiding Government in the selection and appointment of Engineering Consultants.
x.    Vetting and approval of submissions from Engineering Consultants on Government Projects and Private Sector Operators to ensure conformity to National Standards and Specifications,
xi.    Monitoring and Evaluation of Government Projects,
xii.    Investigation and appraisal of failed or damaged Engineering Facilities/Structures both within and outside the Country,
xiii.    In-house Training of Engineering Personnel,
xiv.    Keep and maintain a reliable database of street lighting installations on Federal Roads and Bridges Nationwide.
xv.    Develop and maintain Electrical and lighting code of practice, specification and standards for the design, installation, rehabilitation and maintenance
xvi.    Conducting quality control tests on Engineering Materials,
xvii.    Certification of Engineering Works,
xviii.    Guiding Government in identifying priority areas with respect to Engineering Projects through budgetary proposals,
xix.    Assisting Board of Surveys in MDAs with the  Assessment / evaluation of Plants, Machinery and Equipment,
xx.    Conducting geotechnical and geophysical surveys on engineering works as related to Government Projects,
xxi.    Assessment/Evaluation of Government vehicles, plants equipment and other Engineering items.
xxii.    Development and Management of Electrical/ Mechanical Engineering Training Schools located at Lagos, Abeokuta and Kuje in FCT.
xxiii.    Development of Safety & Security Management System for the Ministry.
xxiv.    Procurement, installation and rehabilitation of elevators/lifts installed in federal secretariats and MDAs.
xxv.    Design, Construction and Maintenance of Electrical Services (Power, Lighting, Lifts, Telecoms, Generators, etc.) in Public Buildings.
xxvi.    Specification of plant, vehicle and machinery for the Ministry for procurement processes.
xxvii.    Installation, Operation and Maintenance of weighbridge equipment.
